*Impacts of SB 79 CF# 25-1083 City Council Approves City Planning Strategy to Integrate SB 79 State Housing Law With Local Incentives. The Phased Implementation Ordinance CF 25-1083-S4 and the Low Rise Ordinance ("The Abundant and Affordable Homes Near Transit Act") CF 25-1083-S3 are both effective 6/30/2026. The Phase Exemption allows for further evaluation of infrastructure, affordability and localized planning of housing laws that promote high-density develoopment near transit stops--temporarily pausing transit-oriented zoning requirements for select area. Note: Final TOD (Transit Oriented District) Zone Maps are not completed yet.

*Proposed Starbucks Drive-Thru Coffee Shop located at 23717 W. Victory Blvd. On June 2, 2026 we were notified that Starbucks has decided not to proceed with the Drive-Thru Coffee Shop. The property owner is currently evaluating alternative business opportunities.
